THE TRACE: Critical Minerals, Strategic Investment and Europe's Manufacturing Future

Three recent publications highlight how Europe's electronics industry is entering a new phase of strategic competition. UN Trade and Development (UNCTAD) warns that demand for critical minerals such as lithium, graphite and rare earth elements is accelerating rapidly, while supply chains remain geographically concentrated and increasingly affected by export restrictions and industrial policy. These trends are reshaping global trade and creating new vulnerabilities for advanced manufacturing.

The challenge extends beyond supply. A recent report from the Centre for Economic Transition Expertise (CETEx) at the London School of Economics argues that governments are increasingly building strategic stockpiles of critical minerals. Without international coordination, these efforts could unintentionally increase price volatility and tighten global supply, potentially amplifying the very risks they are intended to reduce.

Europe's response is already taking shape. Last month, the European Commission approved €76 million in German state aid for QuantumDiamonds GmbH to establish a first-of-its-kind semiconductor testing facility in Munich. The investment supports Europe's broader strategy to strengthen semiconductor capability, research collaboration and technological resilience.

For European EMS companies, the message is clear: competitive advantage will increasingly depend not only on managing suppliers, but also on understanding the materials, technologies and policy decisions shaping tomorrow's electronics supply chain.
